Empire Zone Program Summary

New York State’s Empire Zone program was created to stimulate economic growth through a variety of State tax incentives designed to attract new businesses to New York State and to enable existing businesses to expand and create more jobs.

Located in the Western Southern Tier's rural communities, the Friendship Empire Zone contains 1280 acres.  This land is designated specifically for economic development.  There are four main Empire Zone Areas.  Business located in these areas may be eligible to become Zone Certified and receive NY State tax credits.

The Empire Zone area contains 115 Zone Certified businesses.  There are buildings and land available for business expansion.  The Town of Friendship, the Village of Cuba, Town of Cuba, Town of Amity, Town of Wellsville, and Village of Wellsville all have property located in the Zone areas.  The Town of Friendship, Village of Wellsville and Village of Cuba has upgraded their water and sewer infrastructure to accommodate the vision of economic growth.  Verizon, National Grid, and RG&E service all of the Friendship Empire Zone and honor the special utility rates outlined in the Empire Zone benefits program.
